William Skelton of the Rotary Club of Christiansburg-Blacksburg, Virginia, USA, was President of Rotary International in 1983-84. His Presidential theme was "Share Rotary, Serve People".
William was dean emeritus of Virginia Polytechnic Institute and State University in Blacksburg. He was born in Dinwiddie County in south western Virginia and earned degrees in Virginia Polytechnic Institute in Cornell University, Ithaca, New York, USA. He did postdoctoral studies at the University of Wisconsin, USA.
Rotarian Skelton was national president of Epsilon Sigma Phi, a professionalisation that specialise an adult education and 4-H programs. He served on the Board of the Virginia Council of on Health and Medical Care. Rotarian Skelton twice received the superior service award which is bestowed by the United States government in honour of outstanding humanitarian service and superior administrative performance.
A Rotarian since 1955, William was a member of the past president of the Rotary Club of Christiansburg, Blacksburg. He served Rotary International as governor of District 757, in 1969 - 70 and as a director in 1976 – 78, and as first vice president and chairman of the executive committee of the board in 1977 – 78.
