As head of the relatively new Priorities Community Division, he stressed the need for police to listen and understand community needs with the aim of building trust based on the qualities of dignity and respect.

There was now recognised, and being put into practice, a culture change led by the Chief Commissioner which moved from marginalising women both within Vic Police and as well as working understandingly with women needing police support.

Relationships and learning developed as a Peace Fellow at Chulalongkorn in 2013 were ongoing. The class cohort from 15 different countries still worked together supporting each other on projects. In the last month he had worked with a class mate in Toronto developing each other’s applied skills. The Rotary Peace Fellowship was of ongoing value.

Stuart responded to a couple of Members' difficult questions with clarity and without using “police speak.”
