"Hugh outlined the case for an Australian Charter of Human Rights, describing how it would work in ensuring that government and the public service took into account the impact of decisions, policies and processes on the basic rights of citizens.

He provided the example of the Victorian Human Rights Charter and how it had provided a framework that had added value and improved the policy process, leading to better outcomes.
